This is overglaze printed Japanese export porcelain, also known as “Geisha girl” porcelain. The ware began production in the last quarter of the 19th century but the lack of gold enamel and the somewhat sloppy colouring suggests a date after c. 1910. Might well be mid 20th century, when production was at its peak.
